I was trying to configure a fa0/0/0 on a 3845 and was not able to add an IP. "IP addresses may not be configured on L2 links." Ok - so looks like those 4 port FE cards are L2 only. So I added int vlan 2 with an ip address and then added..
interface FastEthernet0/0/0
switchport access vlan 2
..but that still didn't get me routing to that VLAN. Finally I tried
vlan database
vlan 2 name yadayada
...and this did the mojo. I had thought that "vlan database" was supposed to be deprecated. But trying to configure vlan directly - note that only "accounting" - does not let me add a vlan. Note this is modern IOS 12.4(9)T7.

vlan database is still supported under Cisco IOS routers with a etherswitch module but it's not supported in regular Catalyst switches.
