I am planning to have a radius server installed in my environment.
does windows server provide this service?
re clients , what software are out there which are free ?

Yes, you can setup a windows server for radius.

You use radius server mainly to authenticate users connecting to network devices or to connect to vpn.
you don't need any special client for network device authentication, it is done by network device For user authentication a vpn client software that you use with your vpn solution is used.
if you don't have vpn client you can use following free software

In my Corp environment I use Windows Server 2008 R2. You have to setup Network Policy and Access Services. This will allow you to create Radius clients and policies. I have my Core switches and routers accessing my Radius server for AD authentication rather than using local authentication.
