Rate limiting on a cisco 4928-10GE

Hi everyone

I have a bit of an issue with a 4928-10ge switch. Basically this switch is connected to a wan internet router which has a 1gb internet fibre connection.

Ive connected the 4928 to the end of this wan router but I need to limit each port to just 40mb each. Ive tried creating a policy map but im still getting 189mb down and over 100mb upload to some servers. Also when I go into the class map, I cant use the bandwidth command which I beleive you could use before?? Can someone please see where im going wrong with this?? Also the srr queue command doesnt work on the interface either. Thanks
