Reserving bandwidth for VoIP uwing QOS / NBAR

Two question about reserving bandwidth for VoIP. I have a class map working for rtp - so that's fine, however I have two questions about the policy-map.

1) I have a fast ethernet interface connnected to a cable modem. I've set the policy to bandwith percent 33, however that is wrong?? I.e. that will allocate 33% of the ethernet speed, not the cable modem speed? Should I just use an absolute value such as bandwidth 1000 for 1Mbs reserved for Voip??

2) I have the policy in the output direction of the WAN port. How do I reserve inbound? Do I just apply the samer policy to an inside interface, in the this case a VLAN??? (I know I can't apply queues inbound on an interface...)

btw I'm using an 1841 router with adv security K9.
