1)in wich cases in RIP WE Need to enable split-horizon
2)if we advertize the network in rip via the network command;do we need to configure the neighbor command?

1) Split-Horizon is enabled by default.

2) No, neighbor is used when you want to send the RIP packets via unicast instead of multicast.

The task at hand can be better understood if we get to see the network topology.
If you enable RIP on a major network, for instance:
router rip
version 2
network 10.0.0.0
no auto-summary
and you have IP interfaces on 10.1.0.0/24, 10.2.0.0/24 and 10.3.0.0/24 - but you only want interface 10.1.0.0/24 to send RIP updates, you need to use the passive interface command on router rip process pointing to the interfaces holding the other addresses.
Peering is often mentioned with BGP. You don't peer in RIP, you send and receive RIP updates. There is no concept of 'neighbors', event though you use the neighbor command :)
There isn't a command in IOS to know what is your RIP neighbor unless you have your network topology at hand. With other routing protocol, you will know what routers you have a relationship with.
