Route advertising issue through BGP

Can anybody quickly help me to troubleshoot a Route advertising issue through BGP?

I have advertised the subnet 10.128.140.0/22 from the Router through BGP but I did not find the subnet in the BGP advertised routes.

When I troubleshoot found the subnet which needs to be advertised is not a best route in BGP.

Though there is static route for the subnet, it does not seem to be a best route in BGP table.

* i10.128.140.0/22  10.128.131.246           0    100      0 i

WR01#$eighbors 152.185.19.173 advertised-routes | in 10.128.140

WR01#sh ip route | in 10.128.140.0

S        10.128.140.0/22 [1/0] via 10.128.131.231

Shall we try soft reset once?

What are other troubleshooting steps I have to do?

WR01 is the router that is receiving route 10.128.140.0/22 right?

and the route is in BGP routing table

WR01#sh ip bgp | in 10.128.140

* i10.128.140.0/22  10.128.131.246           0    100      0

If WR01 is the router that is receiving the route then the command to see the route is

sh ip bg nei 152.185.19.173 received-routes
