Hello,
I would like the subnet at location 2960-14 to get the internet from Internet West and the subnet at location 2960-07 to get its internet from Internet East. Is there a way to do this on the 3550-02 without using route-maps? Or should I replace the 3550 with a router?
I have ospf running on all of the 3550's/3560's and ip route 0.0.0.0 0.0.0.0 setup on all of those switches.

It is true that 3550 does not fully support route maps. But still we can achieve your requirement by using route maps. Refer to the configuration example for using route maps in 3550 switches.
