RVS4000 as DHCP will not see Aironet 1140 or serve IP

I have an RVS4000 Router which we are intending to use in a small office. We are going to separate the network into separate VLANS for Accounting, General and Public WAP.

When we try to connect the AP1142 to the RVS4000 even under default settings, the router will not assign it an IP. We managed to have the RVS4000 serve it an IP when we plugged it in using the following configuration..

RVS4000 > D-Link Wireless Router as passthrough > Cisco Aironet AP1142 WAP

When connected this way, the AP1142 was served an IP but we don't want to have a pile of extra equipment just to serve the AP1142 an address. Can anyone explain why the RVS4000 will not see the AP and serve it an IP?

IT will serve IPs to any other laptop or device when done with default settings or configured VLANs.
