Is it possible to bind static IP's to particular ports so that any machine that plugs in will be assigned the same IP? How could this be accomplished?

hi
AFAIK you can bind an ip address based on the mac address of the pc instead of switchport.
But you can make sure that you get ip alloted from a particulat vlan range based on the vlan id configured on the switch port.

But my requirement is :
any device PC/Laptop/printer must get the same IP everytime it is connected to that switchport. meaning is let us say : on day 1, if i have a printer connected to that port, the ip to printer should be 10.15.201.201 and when on second day if i have a pc connected to that port it should have ip 10.15.201.201
as of now, I do not know why does my client need this scenario.

Gaurav, would these devices connect to a L3 switch?

Ignore my previous question..Looks like the only option is to do manual bindings (provided you have limited devices ofcourse).
