Setting maximum speed on ethernet interface?

I need to set a maximum line speed on an ethernet interface on a 2811 and 1812 series router.

Setting a line speed for a WAN connection, there is nothing to it.

Is there anyway to set a maximum speed on an ethernet interface without using traffic shaping QoS policies?

I don't think that there is such a command on a router. On a switch you can use the

rr-queue bandwidth limit [percent]

For multiple speed Ethernet interfaces you can hard code a slower rate (i.e. 10 Mbps vs. 100 Mbps). Otherwise you'll need to shape or police.
