shut down vlan and interface vlan shutdown

Shutting down the SVI (interface vlan 100) disables the Layer 3 interface for that VLAN on the switch. This means hosts will still be able to communicate WITHIN the VLAN (Layer 2) but can not be routed off of the subnet.

Shutting down the VLAN (vlan 100) disables Layer 2 switching of that VLAN on the switch. This will effectively turn off all layer 2 switching on the VLAN (preventing all communication).
