we want to activiate the snmp and syslog on the router/switch,do we have to enable logging monitor informational

no you don't have to , syslog is just one command logging server x.x.x.x
snmp has multiple commands depending on the version you go for , but logging monitor is a separate feature that allows for logs to be pushed to terminal screen while remote for viewing like logging console when on console cable, neither are requirements for each other to work
