Quick guess - access ports only.....

The command is configurable on any switch but in practice will be genrally configured on the access switches.
The Core/distribution switches would mostly carry only trunk uplinks or L3 routed ports and hence it is not configured

Portfast is generally enabled on all ports to which the enduser desktops are connected.
Access switches are generally meant for that. So mainly on access switches or any desktop connected ports.
