static IP NAT arp table behaviour

On my router MSFC2, I have static NAT entries. If I issue the

ip na inside source static 10.10.105.10 141.195.2.10

before the device (10.10.105.10) is online, the router puts the MAC for the router in the arp table of the router, thus not allowing the real MAC of 10.10.105.10 to be entered (duplicate IP).

Is this normal behaviour?
