Does anyone know why you can't ping an SVI after it has been created? I issue the no shut but i can't ping it from the switch it is on. It will ping once i trunk it to another switch, or connect a device to a switch port configured for said vlan. Very annoying....

You need at least one active port in that vlan that is linked to the SVI in a up condition whether it is a user port or a trunk link allowing that vlan , otherwise the SVI will be in a up/down condition. If you look at the SVI when you cannot ping it i bet it doesn't show in a up/up condition. This is a normal condition , if you have no active ports then nothing needs to be routed .

It will not ping until you have a port assigned to it.
Can you paste the configuration. and show ip int brief, show ip route, show int status.
