I have a router 1811, FE9 is connected to vlan Switch. This Switch is configured with 192.168.1.1 before. I can connect to this Switch by enter 192.168.1.1 from my pc before. I can not access to this Switch now. Should I go into CLI and change 192.168.1.1 to 10.x.x.x?
My router is setting DHCD with 10.x.x.x
I connected my pc to Switch and I can connect to Internet. This PC has an ip adress as 10.x.x.x

Yes. There a couple of assumptions I've made; only one vlan is configured on the switch and the router and your pc are in the same vlan. If those are correct and you have the http server enabled on the switch, then you should be able to connect to it via IE.

If you want to manage your switch remotely, you will need to change the ip address under the VLAN to something in the 10.x.x.x network.

I have change VLAN to 10.x.x.x network. I should connect from pc to VLAN port (which is first port of my Switch), open IE and use 10.x.x.x. Does this right?
