Doesnt sound as if tacacs is configured that if it fails it reverts back to local passwords ?

Can you not connect it back to the network to go back on tacacs just to get access to change the config

Do you have a copy of the config , you could break into the switch through password recovery alter the current config and reupload it and save it to the startup without the AAA and Tacacs to get back standard access

the network belong to others, i dont't hv access to it, unless i ask them

i also dont hv the copy of config

Well you don't have many option left your locked out , you don't have access to it and tacacs isn't working so you'll need to break into it or put it back on the network and see if syncs back with tacacs
