Applying the no shut command only enables the port, otherwise it would be 'administratively down.' It does not force the interface into an 'up, up' state.
To get the port to come up, you need to make sure that it's configured correctly, along with the NIC card of the PC that plugs into it.
You have to make sure the speed and duplex settings match on both eneds. either hard-code both ends or set both to 'auto.' Try 'auto' first and see if it works.
Then check all cable connections and make sure they are secure.
Then replace ethernet cables, if you must, with KNOWN good ones.
Once the interface is 'up,up,' and if you have VLANs configured, make sure the interface is placed in the correct vlan.
