Should the following command (switchport nonegotiate) be placed on an interface that is in access mode or trunk mode?

In general, you'd want to use this command to disable negotiation of DTP signals which tries to dynamically form a trunk when another switch is connected to the port. If you do "switchport nonegotiate", you enable trunking on that port and disable sending dynamic trunking protocol (DTP) signals.
