I am unable to telnet to a personal computer running Windows XP Home edition.
The connection is being denied. I am able to ping this computer. The firewall on the computer has been turned off.

Not particularly a Cisco question but :)
AFAIK windows XP Home edition does not run a telnet server so you won't be able to telnet to it.
XP has a telnet client so you can telnet FROM the machine but unless you install a telnet server onto the XP machines you won't be able to telnet to it.
