Two Cisco 890's and interface flapping

Folks,

I have two cisco 890's, one connected to a T1 and one connected to a Cable Connection.

Originally the plan was to run HSRP between these and have a virtual address for our remote office to use.

I configured vlan1 on the T1 router with address of 192.168.2.11 and the HSRP virtual with .13

On the cable router I configured vlan 1 for 2.12

Once the fa/0 is plugged into the downstream switch (on the cable router) the f/a 0 interface flaps (up, down, up, down).

The T1 router is also plugged into the same switch and works just fine.

Is this a conflicting vlan id on the network ?

Any advice on how to roll this our would be apprecited. I have set up ASA's before with active/backup but this router/switch is a new one for me.
