Do we have some ACL in place and have you tried changing the interfaces ?

Do you get drops in the Ping response only or the entire communication is getting dropped ?

Are you pinging a firewall? What type of Cisco devices are you using?

It could have something to do with arp default timeout, if it hasn't been changed.

What I would like to say here is :

You should Go through the ARP cache , Mac-Address Table, Logs, Routes and finally Debug the communication.

if you find something interesting ... share with us here.

What is the response when you trace the next hop?

Do you get drops in the Ping response only or the entire communication is getting dropped ?

  If this port is just a /30 why don't you just make that port a routed port and see what happens. No need to use an SVI for a connecting link .
