Send an email to license@cisco.com. Provide the serial number of your switch and tell them you want to upgrade from IP Base to IP Services.
Once they give you the Go-Ahead, you can download the IP Services feature set and upgrade the IOS of the switch.
Out of curiosity, what is the size of your switch? Is is 16mb or 32mb? What IOS version will you be trying to load?
