URL redirection in Cisco switches

On the guest wireless network, I understand that the WLCs redirect guest users to the login portal. Is it posible to do it on the wired network without using 802.1x ?

Here's the scenario :

Guest user plug te cable to the network. Guest user open the we browser and enter a URL. The browser then automatically redirect to a login portal. I have a VPN system and I want guest users auto yet their username and password via VPN login portal page.

guest access is available to wired guests in similar mana to WLAN guests. see http://www.cisco.com/en/US/tech/tk722/tk809/technologies_configuration_example09186a00808ed026.shtml for config example.
