Using Two Internet Links on Cat 2821 with failover and load Balancing
I have Two wan Links of 1Mbps and 2Mbps
and have a Cisco 2821 router , with 1 G703 card with 2 Serial Ports. , now i want to configure load balancing for both links so that i can utilize whole 3Mbps of bandwidth plus if one Link fails the whole Traffic shift to another link without affecting enduser.

You are correct. In fact, EIGRP is the only protocol that is actually allowed to enter unequal-cost routes to the same destination into the routing table.
That being said, I think that perhaps the original post did not seek to configure unequal-cost load balancing. If the amount of traffic is reasonable, equal-cost load balancing would work quite nicely, and that can be configured with any routing protocol, even using static routes.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
