i wan know that wether i can create and managemen VLANs on any router.

There are two ways that you can manage VLANs with a router. On is actually to create sub interfaces and make the inter-vlan-routing on the router. The other is if you have a switch module on the router you can create VLANs and VLAN interfaces on that device.

Hi Friend,
For routers it is not necessary to create management VLANs to be able to manage them.
You can choose any interface on the router having an ip address and use it for management. Usually this is the loopback interface as it is the most stable one.
In case of layer 2 switches you use the layer 3 VLAN interface of the management vlan for managing. You should also configure a default gateway, as the layer 2 switch has to find a way to forward packets to subnets outside its local subnet.

it is not necessary , you can use loopback interface indeed
