VLAN70 issue

I have created a Vlan 70. No port is assigned.

It is showing as Vlan70 is up, line protocol is down.

VLAN70 issue

That's normal.

If you assign vlan70 to a port, or a downstream switch and allow it on the trunk, you'll see up/up.

Think of it as vlan70 is the layer 3 interface (which it is), but there's no "cable" connected (layer2 vlan).

VLAN70 issue

  You created a layer 3 SVI for vlan 70  , you did not create vlan 70 at the layer 2 level .  You need to create the layer 2 vlan for vlan 70 and then put an active device on a port assigned to vlan 70 for the SVI to come up .
