Minimum required device/IOS that will hold Mac address database, and or, recommended TFTPserver to achieve VMPS with Cisco 3750 devices

VMPS is an old school way of VLAN assignment. If I were you, I would be considering newer protocols such as 801.x with MAC-Auth-Bypass which gives you VMPS like capabilities.
