As far as I have understood you have problems for users in Voice subnet
188.8.131.52 not being able to access host 184.108.40.206 in same subnet. Please confirm if issue is indeed the same.
If yes than you actually dont need any L3 VLAN for that. L3 switch should L2 switch the packets within that subnet. Thus if communication is not taking place you may need to check your config for properr tagging.
Please provide more details on the issue with config and examples of the issue to help you further.
