I have a PDF that details this concept fairly well, except all of the example switches are Cats. Are any IOS switches able to be VMPS servers? It appears they all could be VMPS clients.

Lee,
VMPS server is not supported on IOS switches. Its only supported on CatOS switches and there are no plans to support it on IOS.
However, if you are looking for dynamic vlan assignment, you can use IEEE 802.1x feature on the switchports and have the ACS assign the dynamic vlan based on the user-ID's.Please see the link below for more info:
