The term is referred to switches that meet specialized physical and configuration requirements.

For instance, a 3560 switch is considered a fixed configuration switch. You can't add another module like in the 6500 that can do Firewall services.

Fixed configuration switches are the opposite of modular switches such as 4500 & 6500.
