Why does autoqos set the "srr-queue bandwidth shape 10 0 0 0" to 10% for Q1

When I enabled auto qos trust voip statement, I noticed that Q1 is reduced to shaping at a limit of 10% of available bandwidth. What is the logic in autoqos that forces it to 10%?

queue one is voip. voip should not use more than 10% of the bandwidth, otherwise it will starve the lower classes of traffic. Of course this forces engineers to size the links for the amount of voip traffic they expect to use.

this of course is egress, its different on ingress queueing.
