Hi
You would do this to make your layer 2 network more predictable and easier to troubleshoot. It can also affect performance.
You generally set the priority per vlan rather than the entire switch. Generally speaking you are looking to make the more centrally located switches which also tend to be the more powerful as the root and secondary.
If you have a layer 2 network with core, distribution and access-layer switches it is often not desirable for the access-layer switches to become the root for vlans as this can lead to suboptimal paths.
You do need to know the layout of your L2 network and the traffic patterns though.
