We have started deploying cisco 3850 stacks to replace our ageing 4500 chassis. However we have a handful of windows 7 systems that have started getting ip address conflict messages at startup. The duplicate IP is shown as 0.0.0.0 and the mac is that of one of the new switches.
We have tried the recommendations at:
But these do not seems to work. We have tried a range of delay times from the suggested value all the way to the maximum, and the windows registry trick does not seem to do anything. Does anyone have any additional suggestions?

You might want to to try adding: nmsp attachment suppress
to your ports to disable IP tracking.
See this thread: https://supportforums.cisco.com/discussion/11960461/ip-device-tracking
I did that and it seemed to solve the problem although it's back again and gives me grief with VMs every now and then. I added a 4500-x to the mix and disabled using the other command in the thread above.
