Will a WS-C3560X-48T-L provide PoE if you put in a 715W or 1100W power supply?

Yes, the following holds true for the 3750-X and 3560-X PoE switch models.
For PoE up to 15.4W per port, the 24 port switch requires a single 715WAC power supply. The 48 port switch requires a single 1100WAC power supply.
For PoE+ up to 30W per port, the 24 port switch requires a single 1100WAC power supply. The 48 port switch requires one1100WAC power supply and one 715WAC power supply or two 1100WAC power supplies.

Can you add a 715WAC or 1100WAC power supply to a non-poe 3560X (WS-C3560X-48T-L) to add poe?

No, as stated before, WS-C3560X-48T-L is not a POE switch.
You will need the WS-C3560X-48P-L.

Don't get offended what I've got to add. Look at the part number you have. If it doesn't have a "P" in the suffix, then it isn't PoE.
