Hi dhvenkat,
Thanks for the information. But I have a case where the customer has already registered the PAK but provided only 1 license key during registration. Is there a way to perform HA \?

Hi,
Please follow the steps below to add the registered licenses to a HA pair.
Step 1: Click on “Get Other Licenses”
Step 2: Click on “Email and Web Security Appliance…” and Click on “Get Activation Codes”
Step 3: On the “License for Email & Web Security Appliance” dialog box, select the PRODUCT as “Cisco FirePower Product – Perpetual”.
Step 4: Enter the license key of the Source and Target Defense center, enter the email_ID to which the activation code needs to send. Click on “Request Code”
Step 5: From the email sent, copy the activation code
Step 6: Back to license tool, click on “Get Other Licenses -> Email and Web Security Appliance -> Use Activation Codes
Step 7: On “License for EMAIL & Web Security Appliance …” dialog box , enter the activation code, click on NEXT
Step 8: Select the list of licenses which needs to be added to the HA device, Click on NEXT
Step 9: Agree the license terms and click on “GET LICENSE”
Step 10: EMAIL with the selected license will be sent , add the licenses to HA device

For firepower products, there is no HA license per-se.
However you cannot put two virtual managers/defense centers in an HA pair. Only appliance based DC's support this.
To cluster a pair of sensors, you will need a control license.
