The System Integrator Support 98 (SIS98) is a discontinued program as far as I know, which has been replaced by other programs like Cisco Shared Support. It used to be a bulk purchase, in which partners would buy support with Cisco and sell it to their customers. Shared Support is similar to Smartnet, but in Shared support the partner is the front line for support issues and not Cisco. This service is offered to selected partners only. In smartnet the customer maps the contract directly to his Cisco username and interfaces directly with Cisco. This is definitely more expensive.
