I have a private Ethernet Circuit between my home office and colo and wanted to know the recommended Layer II encrpytion. I looked into some vendor who provide hardware Layer II encryption, but very expensive solution. I am looking for a cost effective layer II encrption solution.

The least expensive solution would probably be a pair of routers, with Ethernet interfaces, which have on-board encryption hardware that would support an IPSec tunnel between them.
