rate limiting speed on fast ethernet port

Can I rate limit the speed at the fastethernet port itself of a ME 3400 switch?  if not is there any solution or other way to make it work?

Of course you can, leave the speed of the port as is, but you need to configure a policy-map and add a policer to the class-default if you want it for all the traffic
