CE integrated in PE

Is it possible to create MPLS network only with the use of P and PE routers? In other words, is it possible to integrate the functionality of CE routers in PE routers. In this case PE will act as CE and PE.

The idea behind this is that we are trying to create network which will be under our administrative control (there will be no customers sites), but we want to use features which MPLS network provides.

The problem is that I don't know how redistribution should be set in PE routers, because in this case they are connected directly to users, which have no IGP.

A CE router is just the term for a router that is not MPLS aware, which usually resides at the customer edge The PE router is the border between traditional IP routing and MPLS based routing, which is usually on the provider side, hence the name. So if you want to hook a switch directly to the PE router, you can do that just fine. Just advertise the user subnet in your igp and your done.
