The answer to this question is long and starts with an explanation of DHCP and Manual IP but I will try to answer it in two lines:
- DHCP can be used for those devices where a manual IP is not required; such as end points like end users PC/Laptops/Phone etc
- Manual IP should be configured on mainly server (with some exceptions) where IP address change may result in an outage.
