Hi ALL!
Сommon scheme:
PE--E1--CE(with 2-5 VRFs)--E1--C_router(with 2-5 VRFs)
I know 2 main solutions for subject:
1. GRE tunnels over E1 between PE-CE-C_router
2. Frame relay over E1 between PE-CE-C_router (IMHO MultiVRF-VRF-lite is FR approach)
What most preferred solution from the point of view of Cisco and why ?
Is it possible another solutions?

It would be recommended to use subif in place of GRE.
Some reasons i can think offhand would be:
1) Higher overhead of GRE compared to FR (24 vs 6)
2) No possibility of shaping of policing with GRE which could be required in your specific topology.

I agree with 1) but for 2) I have the following info about possibility of QoS policing

Yes you are right with the info you found.
Looking at the document policing and shaping is indeed supported with GRE.
You can although decide to go with FR and subif based on the overheads.
