added a new PE. double checked configuration and it looks same as other PE.

Hello Sungy,
I would suggest to check the IOS version of new PE it is likely newer and the message may be originated by this fact (different BGP defaults)

do you have "ip pim ssm default" on both IOS boxes?

What range you are using for the SSM? Probably a good idea to specify the range if you using outside the default SSM range. Sample config below - modify the range as per your assignments. Cisco IOS software allows SSM configuration for an arbitrary subset of the IP multicast address range 224.0.0.0 through 239.255.255.255.
!
ip pim ssm range SSM-Range
!
ip access-list standard SSM-Range
permit 224.0.0.0 0.255.255.255
!

Thanks , saved my time its the mis match between SSM range.. after correcting the SSM range tunnel came up .
DR change from neighbor 2.2.2.2 to 19.19.19.19 on interface Tunnel1
