Problems implementing E1s with SPA-24CHT1-CE-ATM

HI, we have three 7609 inthree different cities, all with one SPA-24CHT1-CE-ATM installed. We have STM-1 link between these routers. now we are trying to implement a redundant link with E1s-TDM implementing circuit emulations. But when we do a no shut in the controller port, the bandwidth in our STM-1 link are growing in exponential form. These behavior is totally anormal. Please give me one tip to solve this situation
