I am not sure if any ready-to-use simulation software exists for this purpose. You are probably aware of NS2, OMNET (both are open source projects) and Opnet (commercial product) tools. A DiffServ Aware MPLS-TE could theoretically be simulated in these tools, however, I am not sure how much work would be necessary to implement such a simulation.
