CPU utilization

I have a Cat6 router which show the CPU utilization for 5Min is 10%, however when i tried to added up the CPU process of each PID for 5Min,

the total is only 4.33%.. Not sure where is the rest of the % gone to as it does not show it in "Show cpu processes"

the cpu is used by both :

1.process

2.interrupt level

in our case, 10% is the total cpu utilization

4.33% for the process

5.66% time spent at the interrupt level

How do get the 5.66% for the time spent at the interrupt level ?

The interrupt level is only at 5 sec not 5 min and is stated at 3% interrupt at 5 sec.
