Max VM limit reached

Cisco Works 3.1.0 Windows Server 2003
Problem :

DCR Server is down or inaccessible

In DCR LOG i get the following message :

[ Fri Jul 16 09:30:03 CDT 2010 ] [main] FATAL com.cisco.nm.dcr.StartDCRServers - [Publising InternalDCR] CTMException occured
CTMRegistryClient::addCTMPort() ErrMsg : Max VM limit reached - Server port can't be alloted

What can i do  ?    I can't see a reson for "Max VM limit reached"
