The issue is caused by the modular port adapter not being recognized by the software or when the hardware revision of the port adapter is either too low or not supported on the Cisco 7200 VXR series router.
This is an example of the error message of a port adapter not recognized by the Cisco IOS Software:
OIR-6-INSCARD: Card inserted in slot 1, interfaces administratively shut down
%PA-2-UNDEFPA: Undefined Port Adaptor type # in bay #
%PA-3-DEACTIVATED: port adapter in bay [#] powered off.
This is an example of the error message of a port adapter not supported with a Cisco 7200 VXR series router:
00:00:28: %OIR-6-INSCARD: Card inserted in slot 1, interfaces administratively shut down
00:00:29: %PA-3-NOTSUPPORTED: PA in slot1 (Channelized T1) is not supported on this chassis
00:00:29: %PA-3-DEACTIVATED: port adapter in bay powered off.
00:00:29: %PA-2-PABRIDGE: Failed to config bridge for PA 1
In both port adapter error messages, the port adapter is shown as disabled in the show diag command output, as shown in this example:
Router#show diag 1
Channelized T1 port adapter, 2 ports
Port adapter is disabled unsuitable deactivated powered off
Port adapter insertion time unknown
