Core issue
The message indicates that the fan tray cooling is not sufficient. The power is denied to the respective module [dec] or line card mentioned.
The supervisor engine monitors the power consumption of the modules during boot. As the supervisor engine attempts to power up a module, it compares the module's power needs with the remaining capacity of the power supply. If there is not enough power supply capacity remaining, the supervisor engine does not power up the module [dec].
Issuing the show environment cooling command reveals the "Chassis per slot cooling capacity" required for the line card in cubic feet per minute (cfm) used for cooling.
For example, the line card WS-X6748-GE-TX requires cooling capacity of 70 cfm, but if the chassis per slot cooling capacity is less than 70 cfm (which can be checked with command show environment cooling) then the power is denied to the line card.
Resolution
In order for the Supervisor 720 to operate in all Cisco Catalyst 65xx chassis as well as Cisco 7603, 7606, 7613 and OSR-7609, an upgraded system fan tray is required to support the additional cooling requirements for these modules. Refer to this table for an outline of the requirements for each chassis (Table A).
