2610XM Terminal server

Hi, I'm trying to configure a 2610XM with a n Async 16A to act as a terminal server to connect to multiple router/switch console ports.

I've tried 'ip host 3600-1 2004 10.1.1.1' where 2004 is the reverse telnet port and the cable number(4) that connects to the 3600 console port but all I get is telnet refused.

Can someone help with a possible config?
